Description
The photograph is captioned with "Much of the tunnel work was done by hand.  Here Workmen drill a hole in the mouth of a tunnel for a powder charge."

Three men are in the mouth of a tunnel, posed with their tools. One man on the right holds a drilling stick while the man next to him prepares to hammer it.  The final man on the left has a hand on his hip and a pickaxe at his feet.
